A very long time ago I read a short sci-fi book about a future in which all political and social decisions were based on electronic votes from the populace. There was some element of corruption in the process. I think this was a story by Lem, but I'm not sure. It seems like a story he would write. I've ransacked the Lem web site for a clue, but no luck. Any clues about if it was Lem, or someone else entirely?

As far as I know Lem never wrote such book. :o Probably you think about Philip K. Dick and his "Solar Lottery".

Would you by any chance be related to Arnold Bement who was with the 656th Engr. Battalion (Topo) near Heidelberg, Germany in 1955-56? I am trying to locate members of Survey Platoon for a possible reunion. I am in Greenville, SC
